I would about confirm that the spline part is the wheel bushing that has come out and has seized to the shaft may have to apply some heat or maybe even grind the splined areas down to get them to release from the wheel height adjuster.

That spec number is actually the part number for the K301 short block. Kohler doesn't give compressio readings for that engine due to the operation of the ACR compression release.
This may sound like a dumb question. But since Kohler has made several 12 hp engines over the years which 12hp engine do you have. Model number helps alot.
If you removed the flywheel and checked/replaced the flywheel key, did you get flywheel retightened to proper torque. Otherwise it could of sheared the new key on first crank which will cause a no start, but have you thinking it is something else.
Having something wrapped around the blades shouldn't effect the engine turning over unless you forgot to disengage the deck and the engine is trying to turn the deck also.
The shaft wear can get to a point were the starter teeth will jam agaist the starter and potentially break either the starter shaft or the teeth on the ring gear.
Never used it but need to be careful especially on dosing, And make sure the additive is compatible with air cooled engines. I have seen some automotive additives that turned the 10w30 engine oil into #2 grease when used in air cooled engines.

Series of questions. Did you use an OEM carb or a chinese aftermarket. When engine does your mower have by brand name and model number so we can look at your engine. Also if you engage the blades does the engine smooth out or keep surging.

@slomo The issue isn't the filter coming loose. The issue is the sealing gasket is loosing its compression due to thermal cycling. So the oil filter is becoming loose without the filter turning.

Have to be careful with some of the chinese aftermarket carbs on some engines because the throttle linkage in the carb is set up backwards. So the governor can think it is closing the throttle to limit speed but is actually opening the throttle.
