Front wheel shaft wheel replacement 917.376673

Trying to replace the front wheels on walk behind, self-propelled mower. The wheel shaft looks like the picture with what appears to be the inner splined part of the new wheels. Both sides look the same. They are 5/8" diameter. Replacement wheels are 1/2" diameter with similar looking insert and will not fit.
I am unable to remove the splined piece on the mower shaft.
Thoughts?

I would about confirm that the spline part is the wheel bushing that has come out and has seized to the shaft may have to apply some heat or maybe even grind the splined areas down to get them to release from the wheel height adjuster.
 
I figured that out after posting.
And after further evaluation, it is time to get a new mower.
