Cub Cadet cc 800

I have a Cub Cadet CC 800 (with a cc 382 engine). I have changed the carburetor and put new fuel lines in it, with a new fuel filter. I also put a new battery in it. When I start it up, it starts, but then idles up and down, up and down.

I would attach a video clip, but do not see where to do that. I see I can do a photo or file, but not video for some reason
 
Series of questions. Did you use an OEM carb or a chinese aftermarket. When engine does your mower have by brand name and model number so we can look at your engine. Also if you engage the blades does the engine smooth out or keep surging.
 
Aftermarket carb. Bought the same one that it had on there already. (Huayi?)

When I click on “Attach Files” is only lets me choose pics from my photos on my phone. It won’t show any videos to choose from. Do you happen to know how to upload a video clip?
 
Sorry, forgot to mention…..I haven’t engaged the blades yet to know if it runs the same or not. If I can get to it tonight, I’ll check that. If not, it will be in the morning.
 
For people doing a follow up. this mower has the MTD branded engine. And to the OP holy crap they give the OEM carb away. NOT. I can see why you went aftermarket. Most of the time a surging engine points to a carb issue that is causing the engine to run lean. Usually involving the idle circuit of the carb, since engine run on the idle jet until a load is applied. But air leaks on the intake side of the carb can also cause a lean run issue. The other thing that can be causing this issue is a problem with the governor which is rare but can occur. And I have seen issue with governors on that style of engine from MTD. In my case the engine wouldn't idle down below 2700 rpm.
 
Btw, I was given this mower and figured I can turn it over and get it running….

There’s also a hose (aside from the fuel hose) that runs from the fuel tank to the carb. Attaches to the top of the fuel tank. The previous owner apparently used some sort of gasket goop to ‘seal’ it to the fuel tank. That seal really isn’t there anymore. Could this play into anything?

I figured it may have something to do with the carb overall. I may take the time tomorrow to detach everything again and make sure everything is sealed up good. I just don’t know offhand where there may be any sort of air leak
