Do you have 12V at the other terminal at solenoid? Does the ignition switch provide 12V to solenoid? Sounds like safety switch, connectors, wiring, or fuse. Sounds like you've checked fuse and switches.

Since it hydrolocked, need to check the carb, starting with the float/valve. The solenoid is to slow/stop afterrun/dieseling. If it's not working, replace, but that's likely not the whole problem. Keep the shutoff. You may have crud blocking the needle valve from closing or a leaky float...

From the picture, that looks like a ground wire for the starter. It probably is not supposed to connect to the other two. It looks cut off, not frayed. Got any other loose wires around there?

By the way, if you lift the needle, it closes the valve. Lower the float to open the valve.

In addition to what Auto Doc's said, what about fuel delivery? Check to make sure fuel flows freely. With all you've done alreadfy, replace inline filter, and fuel lines if any doubt. Tank may need to be cleaned.
