have the following engine b/s 09p602-0143-f1 the engine will not start blade was bent, checked key on flywheel looks to be good, valve clearance is greater than specs. looking to find a procedure to adjust the valves, hopefully after adjusting valves the engine will start

It was running and had a sudden stop due to a blade strike/bend. This is more than a valve adjustment issue. The flywheel needs to be removed to ensure the aluminum key was not split or shifted partially.

There are some good videos online about how to remove the flywheel safely using a hammer and a prybar. Do not beat on the top of the crank.

T-bone small engine and Teryl Fixes All are some recommended sites. Teryl is goofy and has opening skits, but he is a master at small engines.

If the engine turns over too easy, it may have broken the piston connecting rod internally.

Looks like a Briggs 500E. Even with compression release, 30 psi of compression is too low to start and run. Did you try to spray some carburetor spray into throat of carb to see if it will run for a few seconds?
 
If you removed the flywheel and checked/replaced the flywheel key, did you get flywheel retightened to proper torque. Otherwise it could of sheared the new key on first crank which will cause a no start, but have you thinking it is something else.
 
With all the damage, I would pull a head off looking for valve seats loose or any other issue. Probably next the oil sump to replace possible internal damage. Sudden stops 'has" to be hard on parts. FW key should of taken the rotational load unless she was rusted on??

At minimum bore scope the cylinder/s with a plug out.
