Well if it spins its worth fixing test for spark, test compression, clean or rebuild carb, adjust valves and clean with a tooth brush. When you get it running I would pour a little seafoam in the spark plug hole put plug in start it up and watch it smoke and clean

After the engine start on the rest of the machine

Go here to Briggs shop and part manuals. Lawn Mower Parts & Small Engine Parts by Briggs & Stratton. If its seized pulled spark plug. Then fill cylinder with mystery oil. Thats known to free engines up.
