Cannot remove screws from hull of mower to access pull string.

The screws on the hull just keep turning both ways and will not come out. I do not know if they are stripped or what to do. If anyone can help please let me know??
 
What engine are you having problems with.. Honda, Kohler, Kawasaki, Briggs, Loncin, Lausen, Tecumseh, LCT, Subaru, Yamaha, Rato, without a model number from the mower and engine we have no idea what you have to work on.

This is the best answer so far. Next step, is to grind the heads off of the fasteners. You'll probably have to drill and tap to the next size up to put it back together, though.
 
They may be rivets, you might have to remove the shroud to service the rewind. May also be stove bolts and nuts.
