That is probably a vapor recovery port for charcoal canisters.
The canisters are designed to only vent vapors during start ups then close off the port while running and not open again until the next start up. And the canisters captures the fuel vapor from the fuel tank while the engine is not running as the tank tries to pressurize. A very similar is used on vehicles.
You probably seen the carburetor version and not the intake version.
