Updated:
The throttle on B&S will choke the carburetor. It won't rev up the engine.
I don't see the governor arm moving when I move the throttle.
Governor arm will move if I move it with my finger.
The governor spring is attached to the throttle like it should be.
The springs from linkage to carburetor is in place.
The last picture shows the governor/throttle springs, and governor arm.

With my throttle I can choke the carburetor but that is it. I can't run motor slow or fast with throttle.
When throttle is moved a spring attached to an arm that has linkage to carburetor isn't betting control by the throttle.
The arm that is attached to motor will move but not by the throttle.
So why isn't it?
What I wrote isn't the correct terms it kind of like me saying thing me bob or other stuff.
Hard to say with that little information. But it could have a missing spring some have multiple springs. Can you manually rev it up?

Is the throttle cable held tightly by the clamp.

Worst case is the throttle shaft broke inside the carburetor, or the screws have come out of the throttle plate.

We need some information from the machine label and the stamped numbers on the engine valve cover or top air shroud. Snapper made millions of mowers with B&S engines.

Attaching a couple of pictures, would be a big help.

Thank you. Yes, I had to adjust the throttle cable because it wasn't closing the choke enough to start.

Yes, I had to adjust the cable for it to close the choke all the way.
I just rebuilt the carburetor so every thing there should be okay.

did this start when you rebuilt the carb? If so go back over your photos and compare them to how everything is hooked up.
