Starts and runs fine, but there is a clicking noise which is louder at low rpm, seems to get less noisy at higher rpm and disappears when brake pedal is applied, even slightly.

Pressure washer was running normal, speed being controlled by governor, then all of sudden engine goes to high rpm, like it is running without governor control. I removed covers, and checked all springs attached to the carb. and governor, everything is connected and moves freely. Any comments...
