For a homeowner who doesn't want to spend much money the hand file will work if whey don't let them get too bad. In my shop working for a customers I use an angle grinder. I just don't know how an 21 in. blade can wear to 12 inches, something I would like to see.

A good hand file and a cheap blade balancer. It guess it all depends how bad you let the get before sharpen them.

I see that the choke and oil has been covered. When you say it starts hard what is it doing? Turns over very slow? You might want to check to see if the fuel pump is holding pressure seeing it starts with starting fluid. There are many things that can cause hard starting?

Remove engine and it is a complete tear down. You will need a manual to remove/install the heads or it will blow out the head gaskets if did wrong.

Well this year so far I have a mower and a chainsaw that wouldn't start. Both Jobs they were getting everything they needed to run. As soon as I put fresh gas in the fuel tank they both started and ran good. The old gas smelled OK yet but it lost its kick for the equipment to run.
