The started out as a 40:1 saw but sometime in the works without telling anybody they changed them to 50:1. Want to see something interesting, go look at a can of Poulan Pro pre-mixed gas. It list 40:1 and 50:1 on the same can.

Actually that is a run lean scoring. Straight gassed will normally score all the way around.

Looks like that engine has an oil level sensor so if the oil level isn't up to full or there is a fault with either the level sensor or the oil shutoff sensor you will not have spark. Try unplugging the oil sensor after checking the oil level to see if you have spark.

Horizontal and OHV most likely Intek. Model number information could be stamped into the side of the valve cover. But some of the newer Briggs engines CR or XR series engines have the model number information laser etched into the mounting flange next to the drain plug.

The only think I can think of is, The K2 ignition relay terminal 86 uses the the same X2 pin D as the ground. And with the pin D open it then uses the diode between the X2 pin D and the X1 pin 5 as the ground which happens to be the energize terminal for the starter solenoid.

Looks like that mower used the 44G777-0400-E1 Briggs engine. Check the vacuum tube between the valve cover and the fuel pump to make sure it hasn't developed cracks which can effect the vacuum pulses. Fuel pumps don't fail very often, or at least the OEM ones don't Chinesium replacements...

Wouldn't hurt to inspect the engine stack pulley for wear. They can get a groove worn into them that will act like a belt that is bottoming out in the pulley groove causing slippage.

Would help if we had the model number from the valve cover on the engine itself. Also the 7 digit model number from the tag on tag would also assist since Lt200 is just a series number and covers several different model numbers.
