Note the serial number of the engine starts with 24 which makes it a 1994 production.
So it appears this engine would have been on this tractor from the factory.

From info I saved from my small engine tech days, I respectfully submit the following info.
form # 12 690 01 Rev. -- states displacement for a CV single as 460 & 490 cc for 11 thru 16 hp.
form # TP-2469-A -- states the displacement for a CV single as 426 cc for a CV15. 15 hp
Form # TP-2469-A -- states the displacement for a CV twin as 628 cc for a CV16 thru a CV22, 18 20 22 hp.
Also refering to Service manuals there are no singles the start with a spec number (1x, 2x, 4x and 265 & 275 dated 4/11) (X's are numerous numbers) starting with the number close to 62, yet the twins are in the 60 and 70 range (dated 3/06)
Note the tag on the engine states 628cc as mentioned in a previous post the engine is 18 hp but in this application was rated at 16.
 
Steering is rather stiff. I have greased the king pins on the front axel and the front wheel hubs. aired up the front tires and it seems betters, but are there any grease points under the mower chassis on the steering system? I greased the outer spindles but will have to drop the deck to get thr spindle in the center unless there is a trick to get to it easily.
