I began suspecting a valve issue, I pulled the cover off last night, both valves have .005" of clearance, and travel the same distance closer to open.

You will need some very fine wire drills to resize the bleed air jet that is pressed into the housing below the base idle set screw.

Hi Scrubcadet 10,

That is the one I'm referring to. Also be aware that the tiny O-rings need a little bit of light lube, so they slip into place without getting nicked.

Well I worked with my micro drill bit some this evening. Going up one size at a time, I went up three sizes without any change whatsoever. I stopped there.
Here is another video of one issue it has, sometimes the governor will hang wide open, this is when it will chug black smoke and smell rich. The governor will not return to surging until I manually move the governor link or I open the choke slowly then it continues surging. I verified that it is not physically hanging on anything outside of the engine when it does this.

I will probably do what star tech mentioned and check the flywheel key.
