I normally just look into the carb throat and when pushing the primer you should see the gas squirt up through the nozzle

Then the air clean base to carburetor is not sealing. Usually caused the air base warping from heat and age or by over tightening the mounting screws. Get at least two air cleaner gaskets. Install one and then take the air cleaner base back, remove gasket for inspection. Look at the contact impression area. Using the second gasket cut a wedge gasket to apply more pressure to the non contact area. Some wood glue helps keep the two gasket together while you reassemble. Now lightly tighten the mounting screws until fuel shooting up from the nozzle as you press the primer.
Or at least that is how I repair these. Or you install a new air cleaner base.
