When moving the control up, to choke the engine, the choke buterfly only moves slightly. Therefore starting the engine is difficult. How do I adjust to increase movement of the choke butterfly?

move the throttle cable back in the cable clamp closest to the carb.
You will see a little tab that the throttle arm pushes against to close the choke.
Just make sure that at the stop position the throttle lever is actually closing the kill microswitch hidden behind the plate where fitted .
If your mower has a dead mans igintion control. Which is a lever that has to be held against the handlebars before the engine will fire then there will be no kill switch on the throttle.
