This mower has a no crank situation and I narrowed it down to the PTO switch. With the key on, you can pull up on the PTO switch and hear the clutch engage and push the switch down and hear the clutch disengage but most of the time the starter would not engage when turning the key to start so I held the key in the start position while at the same time, moving the PTO switch up and down and when the switch goes down, the starter engages and starts normally and then it may start 10 more times just fine or it may be a no crank until moving the PTO switch up and down a few times and then it cranks. I thought the PTO switch was faulty so I got a new one but it still does the same thing. Is the safety for the PTO to prevent starting if the switch is left on built into the PTO switch or in some other relay for the PTO?

I would consider the ignition switch being the fault or the starter solenoid has burnt contacts; they are both wear items. Check all wiring connections carefully, because these problems do not always require replacing a part. People often forget that wiring is what makes them all work.
For any parts, I recommend Parts Tree online. You will need the full product ID label number off the machine. The label is usually placed on the bottom side of the seat or on the chassis just under the seat.
A test light may help you locate the exact location of the problem. Often time, simply disconnecting and reconnecting electrical components will scrape the pin contacts clean so they work better and the problem will go away.
