ILENGINE Lawn Royalty Dec 23, 2014 #2 If manual pto engagement, then I would suspect either incorrect belt, or the pto engagement linkage isn't releasing. If electric pto, then unplug the clutch and retry, or still turned then I would say the bottom bearing in the clutch is seized.
