Yard Machine 3.5HP Gas Edger, Depth Adjustment won't drop enough?

I have a Yard Machine 3.5HP gas edger model# 25A-580A000 with a Briggs engine on it: 94212-0319E1.

Before I delve into fixing the engine, likely a carb replacement, I am struggling to understand why I can't seem to lower the blade enough to be below the tire levels which is needed to cut into edge of a sidewalk obviously. I know the blade is supposed to be about 9" and mine's a little over 8" but that's only 1/2" short which still should be usable or at least break the ground "plane".

From what I can see, when I drop the blade to the lowest level which is very tight tension on the arm bracket it seems to be constrained by the belt being super tight to not allow any further drop. I know I can adjust the ferule on top but nothing helps there. I double checked the belt and according to the parts should be a 31" belt, which I confirmed the existing one measures 31" on outer circumference. When I take the belt off, you can see in the picture the blade drops plenty far below ground level, but with the belt on I still have a clearance of over an inch which has my fingers beneath to illustrate. Seems like a slightly longer belt might allow more drop, but what am I missing here assuming I have the correct belt?

No belt on it allowed to drop below ground level (wood deck of my lift table) just fine.

You notice that threaded rod? That is for making a manual adjustment when the blade wears the ends down. Pull the clip out and turn the adjust up or down to improve the depth of the current blade.

When you replace the blade, you may have to readjust so it does not cut too deep.
