Are you talking about the deadman /bail handle that kills the engines when you let go of it ???

Sounds like he wants to release the hydros. If it has individual pumps and wheel motors there should be a nut on the side of the pump, often with a lever on it, to loosen. Don't tighten hard when you're done moving it.
