Normally the diaphragm goes against the carb and the gasket against the tank
Pretty sure, as usual, you are correct sir.

Was running rough,
Stripped carburetor and noticed diaphragm buggered.
Replaced with new diaphragm and cleaned carb and tank.
Now it won't start??
Tank full of gas? Briggs says to fill the tank for quicker starts after carb work. E-10 fuel is frowned on for OPE.

Do you have good spark? Take an old spark plug. Gap to 1/4" wide. Check for a good blue spark.

Have you checked for vacuum leaks yet?

Does it run rough at low rpms or high speeds?

Fuel tank clean?

Fuel pickup tube have a crack in it or leaking AT carb body?

I had one with a brand new diaphragm was installed with a wrinkle (and blade was upside down, not relevant here). Intake nozzle isn't always replace either though it should be. No run, no surprise.
