Will compression release have a bump?

I have a Briggs 31P677 0240 B1 Code 120221ZD and engine wont crank over with a plug in it. It will when taken out...Battery good, starter good, so I went to check the lifters to see if they were way off not allowing to exhaust properly, and they werent really far off at all. I adjusted them to 0.004 and 0.006 but when i was re-checking i remembered a comression release on a camshaft of a Kohler I worked on. It didn't have a bump and i found it in the bottom of the engine. This Briggs model from what I see in manual has one cause it says to check it when taking cam out...Anyways if the compression release was there and working would it have that "bump" on the lifter like I saw on the Kohler as well?? I didn't see it on this

Yep. That engine uses the 793880 camshaft, known for the compression relief to fail. Briggs superseded to 84005207
