Why does the new sod lawn have two different blades? Rye? See picture.

A few months sod was installed. More and more I note that 10-20% of the blades grow faster and are turned differently. Is this the 20% rye blades in this sod said to be 80/20 blue/rye?

The folks you purchased the sod from would be the best ones to answer that question. It is a mixed variety though. It is common to use mixed grasses when it comes to sod. Not all varieties grow at the same rate.

The sod company has poor customer service, but unlike the prior sod company, this sod has no Poa annua.

Most all of those cool season grasses are blends of many grasses as Auto Doc said.
