It's a tradeoff, isn't it? The mower doesn't need high HP, it needs torque. Hard for me to tell though because I don't see Torque specs on mower engines.

No it is all about cheapness
You could double the torque of a mower engine very easily but it is not done because it adds to the cost .
The big one is fixed engine timing which means that the spark is only ever correct at one particular engine speed
