Had a strap across the outlet port? Ask him why and he said it was a mulching plug?

Looks like it would plug up the deck...quickly.

Did you ever have any luck finding out the value?

Have you tried looking at ebay and seeing what anything similar got bid up to?

How about calling the local repair shop?

Here, in southern WV, guys sell used mowers on the side of the road. I'd ask those guys although their answers may be biased.

Shop I'll probably end up dealing with said 20% of paid price is about what used would be...4 - 500$.

Well you aren't trying to trade it in! But if you do suspect a low ball.....multiply their quote by 5. LOL
