There is no real adjustment to change the top speed of the self-propel (SmartDrive) system. As you turn the control, a lever and pulley tighten up a drive belt, and so the more you turn the control the tighter the belt gets, and the faster the mower moves. There is no adjustment or provision in the design to change the top speed setting. There is some adjustment to the cable, but that is to help with the engagement point, and won't effect the mower's top speed.
