Valves need constant adjustment

I'm working on my SIL's White riding mower with the B&S 31P engine. I have adjusted the valves twice now and it continues to go out of adjustment.
I know that I'm tightening the adjustment screw and nut down according to specs so why do they continue to loosen?
Should I put some LockTite on them or am I doing something wrong. The mower will make one or two passes and then comes the smoke and the mower stalls and won't start.

As I am understanding you the lock nuts are coming loose. You are using a torque wrench to specs? Can't say I have ever ran across that problem. Is there something wrong with the threads on the rocker arms, adjusters, or the lock nuts? If you use the lock tite just make sure you clean the oil off real good and I would suggest the blue medium strength .

Yes, check the stud bolts that the rocker arms pivot on, they are the usual culprit. If they are loose, use some Loctite on the threads after cleaning them with some carb spray, and letting them dry.
