When I put the mower in neutral, and try to push it or pull it, it acts as if it was still in gear. This is when the engine is off. When I start the mower, and put it in forward gear or reverse gear, it does what it is supposed to do. Any idea what might be wrong? Mower is about a year old and it just started doing this.

You have release the bypass valve to move it around. Look for a lever or rod on the back of the tractor.

Are you sure is a “Auto”? Most Troy-bilt are vari drive...shift on the go type. Anyway check to see if brake is hanging up.... very common on these models especially if you use the parking brake often.

I too think it's more likely a brake problem and needs cleaning and/or readjustment. Take a look at the brake disc. The dirt and debris can accumulate around or behind the disc and cause it to jam.
