Toro timecutter z4200 steering problem

Hi all thanks for any help you can give. I broke the drive belt this week on my 42 inch toro timecutter. I replaced the belt with new one and thought I did everything correct but now the right arm seems stiff and it will not engage resulting in clockwise circles. The cables look.the same on both sides but I can't get the right tire to engage.

Make sure the back tire lock pins are engaged

Do you mean the wire pins that let you roll the mower or is that something on the drive under the mower?
Yes, It happened to me. a stick or vine uningaged it. kind of drove me nuts
