Toro recycler 20371 bogs down/loses power

I cleaned out the carb on my mower and now when I'm mowing out of no where it will lose power like it hit a tall patch of grass and stay that way for about 10 seconds. I was wondering if I should clean the carb again or check the spark plug.
 
You should start with the engine name & model number so we know what you are talking about.

Secondly "clean the carb" means nothing.
I have had people tell me the carb has been cleaned because they squirted some carb cleaner down the throat which really does nothing to a butterfly carb.
 
Kohler ph-xt675-2070. I took it apart put a new needle and float with new gaskets and cleaned everything. I did that to fix the gas that was leaking into the filter. That stopped and now this is happening. I went ahead and ordered a new carburetor. I need to get a new gas cap I'm trying to find one at a decent price.
