Toro mower won't start

Mower won't start... When I turn the key it clicks rapidly.. battery is good.. new starter and solenoid... Motor can turn by hand..

I have cleaned all my connections thinking maybe bad contact or something.

Please send your advise!!
 
Run a jumper from the - battery terminal to a good ground near the starter
Starter turns = bad ground
Try the same but run from the + to the hot terminal on the solenoid
Starter turns = bad power cable
