Toro front wheel debris shields removal

I have a Toro recycler model 20064, which is front wheel drive. The debris shields (I think that's what they're called) behind the front wheels are broken with holes in them. I'm trying to replace them, but the old one is behind the gear and no way I can see to get the old shield off to replace it. Is there a trick to it?
