Toro commercial zero turn cranks but will not fire

Kohler 21hp engine. Good spark. Gas tank is NOT empty. Is there a fuel filter somewhere on this thing - I'm thinking clogged filter. If so where is it? Anyone have any other ideas as to what might be the problem?

Dual fuel tanks, check and see if only one has gas in it and you don't need to switch gas tanks. Inline fuel filter sholud be visible by following gas line, is it hiding because it's dirty?
