Toro 20487 Rear Wheel replacement

Can anyone share how difficult it is to replace the rear wheels on a Toro 20487 walk behind self propelled lawn mower?
I have one wheel completely disintegrated. Do I have to replace them in pairs or can I replace them one at a time.?

It's a 10-minute job. I did it last year. There is one bolt that holds the wheel on and a gear on the wheel that connects it to the drive.
