Toro 20005/Tecumseh engine carb problems governor not working

I have a Toro mower model 20005 purchased around 2007. For some time the mower was not used and I had to replace the carb and gaskets for the intake, etc. When I assembled everything, the governor does not work, the mower runs at high speed constantly. I have tried to make the adjustments that I found on the internet without any success. Any help would be appreciated. Thanks.

I would think you have the linkage in the wrong hole or springs reversed. Can you up load picture of what it looks like?
