Toro 2-Cycle Carbureator/Governor Help

I have a 1984 Toro 2-cycle mower that I just returned to operation after 20 years of being idle. I had to clean the carbureator and gas tank. I had to use POR-15 to seal the gas tank. The mower started with Ether, but it runs well except for constant surging in speed. The governor is constantly having to act to keep the engine operating. I remember this being the case 20 years ago. Can anybody give me hints on what to do to stop the surging.

I'd take the carb off and clean it very throughly. See if there is carb kit for it.

Find a shop in your area that does ultrasonic carb cleaning. Have found that it works great on older carbs.
