Well an update, I got the carb back together like it should be, some little gasket on the inside with a lip was turned the wrong way keeping the flaps from closing all the way. Adjusted the governor and now it runs and will throttle down. Still having surges and now if I throttle all the way down it stalls but at least I'm closer.
