Throttle backs off automatically BobCat Procat 61

The throttle backs off to medium speed automatically and will not stay in full throttle position. It has 43 hours on it and was just serviced. Oil, oil filter and Air filter ok. Any ideas? I thught it might be related to air flow but the filter is clean as a whistle.

Is the throttle cable moving?
 
Yes, the throttle cable is moving the way it is supposed to, but when pushed to full throttle it backs up. The throttle cable moves back as it slows down.
