Can I get some background on this engine? It is a B+S Quantum 675 series from 2008. This engine was included in the lawsuit with briggs...something about power output. How much power does it have? Reliability? How is it constructed?

The briggs quantum has probably been the best small engine fitted to a pedestrian lawnmowers.
Very reliable but emissions is stopping it soon as ohv is the way to go.
Honda tried with the gcv160 but dosent compete with the quantum.
The law suit would be about hp rating on engines.
When engine manufacturers tested engines to get hp, they would be tested at 3600 rpm.
Most engines run at about 3000rpm so would not be producing the stated hp.
Somebody in usa sued as it was false marketing and won as the engine was not producing the stated hp.
Now we have changed to torque.
So the 675 series is producing 675 pounds of torque.
In other words the amount of power the blade is producing to cut grass.
In old money the 675 series is about 5-6 hp
