Tecumseh 4HP won't start ! Have spark !

I alway use cheap Walmart starter fluid IN the carburetor first. 90 percent of the time the engine will fire. So many fuel related issues that can be avoided by draining the bowl and possibly empty tank. On push mowers I’ve dumped out the fuel and then put a paper town in the tank to wick out the remainder with the cap off. Come back in a few days and all is clean.
 
YEP ...that didn't last long ! So yesterday after I THOUGHT I got it going . I sprayed go juice it ran . I shut it down and started it again right away , it ran !
I have other mower projects. I needed to move this mower to get to others ! So I had to see if it would start ! Pushed bulb a few times , pulled cord .... NO start ! Spray juice , Started right up ! So I pulled the carb and cleaned it . Cleaned those tiny holes in the bolt that holds the bowl. I just bought a carb cleaning set . Put it back together .... SAME thing ! Will only start off of GO juice ! Now what ! ? THANKS !
 
check compression. If low check valve lash. Ether ignites when gasoline will not. Depending where the plug is, you can pull the plug and put a teaspoon in the plug hole. If it runs then it is the carb or a vacuum leak, or a bad automatic choke. If it doesn't run then it may be flooded. That said, not reading two pages so will ask, you did replace all the old fuel, correct?
 
I didn't see an answer to Slomo's question,
"Do you SEE fuel jumping up into the carb venturi out of the brass emulsion tube? You have to look INTO the bore of the carb. When you hit the primer a little fuel fountain so to say will jump up with every pump."

Prime may not be giving you any fuel.

Another question, have you cleaned the carb, drained the tank? It sure sounds like you're not getting enough fuel, as Slomo says.
