TB230 mower need to replace 8 inch drive wheels but they won't come off after removing locking nut on end of shaft

I tried to remove the 8 inch drive wheels on my TB230 self propelled mower.
Removed the locking nut at the end of the shaft in the center of the wheel.
Applied pressure, even tried using a tire iron to pry off the wheel.
Thought about trying to spray some PB Blaster on the shaft but it probably won't get in far enough to loosen the wheel from the axle.
What do you suggest I so next?
 
are you saying that the axle is rusted to the wheel hub? Did you every have them off to grease or antiseize them, or is this the first time?
 
I purchased the mower used so I have not tried to remove the wheels before. When I purchased the mower I was given another set of 8 inch drive wheels which were also worn out. The self propelled drive functions well and there is no binding so I don't think that there is rust on the axle. My question is after removing the nut on the end of the axle what do I do to pull the existing wheels off of the axle. You can buy a new set of wheels for $20 to$25 dollars and that is what I want to do.

Spray penetrating oil and hit wheels with rubber mallet.
 
Turned mower 90 degrees, removed 9/16 locking nut, sprayed PB Blaster into hub/axle and pounded wheel with a heavy tool. Waited about 10 minutes. Wheel came off with no problem.
Flipped mower over to do the same on other wheel. Sprayed PB Blaster and tried

After applying PB Blaster and trying for several minutes couldn't get wheel to budge.
Applied a large amount of PB Blaster and left it work for about 3 hours.
Turned mower over to upright position and used a 1 1/2 lb rubber hammer to hit the back of the mover wheels and used rubber hammer on other parts of the stuck wheel.
Wheel started to move on the axle. It finally came off the axle.
If at first you don't succeed TRY AND TRY AGAIN.
