No it should be around 1/2 the belt depth away from the pulley.
And no again the rod at the front adjusts the attack angle of the blades

Is this guide bent?
As soon as the PTO is engaged the belt pops off.

Have a look at the drawing of it in the parts list.
The keeper has to straddle the top edge of the so it needs either to be sloped or sit on a stand off.
The section that passes the belt should be square with the back of the belt.
