still flooding after new float valve

Do you have any idea of the brand engine you have? Do you have all engine numbers? Do you have the part number of the needle valve you replaced? Did you do any other work on the carb when you replaced the needle? Did you set the float level properly after you replaced the needle? This may seem like I’m being very stupid in asking these questions, but with the information you provided there is very little help we can give you. COVID-19 has effectively shut down the ESP talents of the experienced techs on this site and those with psychic powers are busy looking for this weeks MEGA bucks numbers. Please help us, help you.
 
Gravity fed I believe. Line goes from tank directly to carburetor. I think the spring at bottom of float bowl fell out, I didn't see it. Not sure of its purpose. I still need to double check that they gave me the correct float needle. I did appear to be identical though. Guess I'll also disassemble again. I installed a new float needle and whatever the round plastic disc is called that the float attaches to, plus float bowl seal and o-ring.
 
331877 089 G5 is missing a digit. Appears to be 331877-0869-G5.

If you have a Nikki carefully change the float bowl gasket set.

The o-ring circled in the following tends to be where the fuel is at. But damage to the either gasket will cause problems, even just a nick or defect can cause problems. The circle o-ring is the one that goes around the fuel inlet tube and is before the needle valve.

Now Briggs did change to a Ruixing carburetor after date code 15112900 but the OP didn't the date code. Which leaking fuel after verifying the needle is in good shape and a new needle installed would require replacing the carburetor.

If a spring was present then it needs to be place back as it hold the fuel transfer assy in place, sealing the gaskets. The op need to verify the model and type numbers as the IPL I looked doesn't show a spring.
