Starting a b&s that's been idle for 15 years

I have a push mower that has been sitting idle for about 15 years. The oil and gas tank were drained prior to storage. I imagine the carb is shot but what would be the best procedure to try and start this thing back up? Thanks

I'd fill it with fresh gas and oil, squirt a little oil in the cylinder, put a new plug in, and give it a try.
