Starter problem with craftsman 24 hp tractor

When I attempt to start my tractor, the starter motor spins, but the gear does not move up and engage with the engine. This also causes the fuse to blow. I am not sure if this is the solenoid, or the starter motor. I am inclined to think starter motor, but would like to hear from someone more knowledgeable. thanks.

Starter motor will not blow fuses, because the starter isn't fused. could be a short some place in the start circuit between key switch, and solenoid. Most likely cause of your problems is the battery is hooked up backwards.
