Why do you need to idle the engine down for?
These are not car engines. Is yours water cooled? Full oil pressure lubed?
Low idle is around 1750rpm IF you dare to set it there. Do you have a tachometer to verify your rpm?

I could not find anything definitive using those numbers. My first question, regardless, would be to verify that the throttle shaft is closing all the way to the screw stop at idle. Then if it is not, why. If it is, with the engine off I would shine a light into the venturi and look to see how much it is open.
That said, "seems" to idle high, is subjective at best. Only way really unless someone works with them 24/7 and has a tuned ear, is to put a tach on it and see where it is at. There are some tach apps if you don't have a mechanical tach. I use a spring wire disk, although I do have a cheap HF model as a backup that relies on a dab of white tape or a white sticker to count rpm.
I might also add, if there is another problem, say for example the mower keeps on cruising at idle, it could be there is another cause than the idle speed that should be addressed.
