Snapper Zero Turn NZMJ23611KH

I have a Snapper zero turn model # NZMJ25611KH with joy stick steering. I am having problems with the idler pulley rubbing against the engine pulley. I have it adjusted exactly how the owners manual calls out. I have put a new belt on it so it is not because of a worn belt. Any suggestions would be greatly appreciated.
