Small maxim tiller

I have a small maxim tiller. It is one of those that is like a Mantis tiller. Problem is the unit will run but tines will not turn. I replaced the clutch assembly and it did not help. My thought is it has to be in the gear assembly. But I can't get the tines off of the unit to open gear box to check.

I do not have that brand. But it is common to have a problem removing the tines if they have been left on for a time. Unless yours is made to fit very tight any movement is the key to getting them off. I just used lots of penetrating oil along with lots of jerking back and forth on the tines in clockwise counter clockwise motion. After awhile I got just a little give, then the oil could begin to soak in the shaft area and more back and forth plus more oil and they slowly came off. I do not give them another chance to rust on anymore.
