Had same problem with my tractor two years ago. Pages 32 & 33 illustrated parts breakdown & parts list with numbers will be helpful. Remove deck and inspect clutch lever assembly for being cracked, if so you can take it to auto repair shop and have them weld lever or purchase a new one. I would disassemble parts 1-16 and parts 1-10 and inspect for worn out parts, example: bolts bent, bushings, idler bearing worn out, this is where you're problem is. If it were me, I'd order part # 25 clutch lever assy. w/ bushings 1704520, #1 capscrew grade 8 1928957 two each, #11 washer 3/8 1924356, #15 spacer 1657242, #16 nut 1960339, #5 idler 1685150, #9 spring 1715435, #3 spring guard 1677135, #8 nut 1916950, # 10 nut 1919439, #2 washer 1922755, #7 lockwasher 1916965, #26 belt, you'll be be in good shape.
Tractor Parts This is a good time to clean topside & underside of deck, remove, clean, inspect, and dress up blades with file & balance blades, page 37 items 20 & 21 and replace if necessary. Also replace drive belt from engine to transaxle. Grease arbors at fittings as well as entire tractor. Before reinstalling deck, use oil squirt gun or grease on all moving parts, and lastly apply grease liberally to sector & pinion gears on steering shaft. Avoid getting grease or oil on belts, wipe off immediately.
