Simplicity mower won't start

Hi everyone. I'm new here and hope to gain some knowledge and perhaps solve a problem I have. I recently bought a used Simplicity riding mower. The model number is 1691931 if that helps. A new battery was installed, the fuel and oil were drained and replaced since it had been sitting for quite some time. When we got it home it started right up but was in need of fuel. My father-in-law was filling the gas tank while talking and not paying attention he had completely overfilled it and now it will not start. I'm not much of a mechanic at all so I'm hoping someone can give me some advice on what to do. Thank you in advance.

Start here Results and download your parts book & manual.
Next check for a spark.
If you have one check the flow of fuel to the carburettor.
The place a container under the carburettor and remove the float bowl.
Chances are you will find water or crud in there.
If so you will need to change the plug as well.
